This research paper unveils the efficacy of the Lingua Franca Program, using the Ilokano language as a medium of instruction in the early years of schooling. This Lingua Franca Program was launched based on the assumption that learning is more productive and effective when the student’s native language is used in instruction. Paper/Proposal Summary The research on the efficacy of the Lingua Franca Program was conducted to assess the progress of students in their learning, utilizing the CIPP (Context-Input-Process-Product) Model. The data were gathered, utilizing methodological triangulation where several groups gave their perceptions on the salient features of the program. The officials interviewed were the school heads and teachers, and the achievement of pupils were recorded comparing the learning success of the pilot schools and the non-pilot schools. Analysis of the written output of the learners was also documented. The analysis was based on the merit, needs, and issues that were responded to, and the opportunities that the program offered. Input from the teacher and learner, as well as needed institutional preparedness and resources, was analyzed. In terms of the process, mode of instruction was presented and a comparison between the Lingua Franca model and the traditional method was shown, using the following criteria: knowledge, skills, and attitudes. This analysis focuses on the political culture of the Ilokano Language. It is a belief that language constitutes the lifeblood in the transactions we conduct in our daily lives.
