TECHNICAL PAPER #4

“Manang Biday” Goes into Politics
Vivian Luz Pagatpatan, with Carmen P. Centeno, Bettina D. Aquino, Erlinda C. Estoque, Monalisa L. Saclamitao, Corazon Rivera, Modesto Tadena, and Bryan Dexter Tadena

Manang Biday is the ubiquitous terminology attached to the Ilokano woman.

This paper is about the Ilokano woman Politician. It draws up parallel profiles of the Manang Bidays who have joined politics and were successful.

This research paper presents the participation of Ilokano Women in politics in Region I. It will identify Ilokano women who are actively involved in governance in the local government units. It utilizes documentary analysis and descriptive survey to analyze their involvement in politics and their tangible accomplishments.

Manang Biday Goes into Politics demonstrates the indomitable character of the Ilokano Woman: a brave heart, a thinking mind, a determined will, an unconquerable spirit, tireless industry, dependability, and the drive to win.  Unless she fails to try, Manang Biday cannot fail to win in any of her chosen endeavor. Let it be said, however, that this is not Manang Biday’s monopoly. This is the trait of the Ilokano, as a whole. This is their trademark.

Objectives of this Research Paper

  1. Identify the Ilokano women who are actively involved in politics/governance with the support of the migrant relatives/families in Hawai`i.
  2. Present the political profile of Ilokano women through a description of their political aspirations, development programs, and party affiliations.
  3. Provide information on the respondents’ profiles such as position occupied, educational attainment, programs and projects involved in, travels for training, networking and linkages.
  4. Assess the development programs implemented in terms of political acceptability, equity, empowerment, and relevance.
