Malacañang defended its disclosure of VP Sara Duterte’s Japan travel authority. The Palace said the information came from an official document. However, Vice President Sara Duterte raised concerns about her security.
The issue involved Duterte’s planned personal trip to Japan. Her travel authority covered August 19 to 24, 2026. According to the Palace, the document was issued on August 17.
However, Duterte later changed her plans. As a result, the Office of the Vice President asked the Office of the President to cancel the authority.
Palace Explains the Travel Authority
The Palace said the travel authority was valid when officials discussed it publicly. Therefore, it rejected claims that releasing the information was improper.
Moreover, Malacañang stressed that Duterte is a public official. The Palace argued that information about official travel can involve public interest.
Still, the Japan trip did not proceed as originally planned. The OVP requested the cancellation on August 18.
The Palace later confirmed the cancellation. Thus, the approved travel authority was no longer active.
VP Sara Raises Security Concerns
Meanwhile, Duterte questioned the public disclosure of her travel details.
She warned that releasing schedules could create security risks. In particular, detailed information may reveal where a protected official plans to travel.
Therefore, Duterte urged officials to handle such information carefully. She also said the Office of the President had received updates about her changed plans.
However, Malacañang maintained its position. Palace officials said there was nothing wrong with discussing an authority that had already been issued.
Malacañang Stresses Public Transparency
In addition, the Palace connected the issue with government transparency.
Public officials are accountable to the people. Therefore, Malacañang argued that some information about their trips may be relevant to the public.
The Palace also discussed government spending linked to security and staff during previous foreign trips by Duterte. However, that figure should not be confused with the cost of the canceled Japan trip.
As a result, the debate now involves more than one travel document. It also raises questions about transparency and government expenses.
Duterte Calls for Equal Disclosure
On the other hand, Duterte challenged Malacañang to apply the same transparency standard to other officials.
She called for information about their foreign trips to be released as well. In addition, she sought disclosure of related government expenses.
Therefore, the Vice President shifted the discussion toward equal accountability.
Her position suggests that transparency should apply consistently. However, she also maintains that security-sensitive details need protection.
Transparency and Security at the Center of Debate
The dispute highlights two competing concerns.
First, the public has an interest in government transparency. This becomes more important when public resources are involved.
Second, senior government officials have legitimate security needs. Therefore, authorities must consider whether releasing specific details could create unnecessary risks.

Palace Maintains Its Position
For now, Malacañang continues to defend the disclosure. The Palace maintains that the information was accurate when it was released.
Duterte, however, continues to emphasize security concerns. She also wants the government to apply transparency rules consistently.
